Yes. Plain free submissions are paced at 30 a week, and badge-verified launches are also free with 30 slots a week. Both are platform-wide pools shared by every maker, not per-maker allowances. They set which week you launch in, not whether you can: when a week fills, the next one opens and you keep your place in line. Premium and the yearly Maker Pass skip badge work and skip the wait.
